In a controversial move to address what he calls a “growing wave of anti-Semitism” across U.S. college campuses, former President Donald Trump has signed a sweeping executive order authorizing the deportation of international students who participate in demonstrations deemed anti-Israel or supportive of designated terrorist groups.

The order, signed in late January 2025, directs the Department of Homeland Security (DHS), the Department of State, and other federal agencies to coordinate efforts to review and potentially revoke the visas of foreign students involved in pro-Palestinian protests. According to senior officials, the policy aims to curb activities perceived as promoting or legitimizing violence against Jewish communities and U.S. allies.

Under the directive, federal authorities are instructed to use existing provisions of U.S. immigration law that allow deportation of non-citizens who “endorse or espouse terrorist organizations.” Since Hamas has been officially designated as a terrorist group by the U.S. government since 1997, expressions of sympathy or public support for the organization may now be interpreted as grounds for removal from the country.
